I guess it's because not only did Cole nail a random woman, he nailed a random German woman immediately after the war in Europe. But yeah, you're at the point of the story where it gets kinda wonky and goes from being a bunch of individual cases to an actual plot, everything after you're assigned to the Arson desk is kind of weird.
