The game really changed at the arson desk, it's like they replaced all the writers with new ones who played out a coherent mystery plot but kind of ran out of ideas and abruptly ended it.

whatever happened to Leland Monroe? all jack did was shoot him in the knee and then interrogate him but did his scam ever come out to public?

I didn't get any of the DLC, but as for Monroe, it's implied that he went to prison. I think what upset me most was how little context there was to Cole's affair; I wasn't following what was going on at the time so I just had a "wait what did Cole just shag that German chick" moment. And then he did it again. Still irritating to me but slightly less so was that it didn't really matter who you charged as guilty in any homicide or arson case, because none of them actually did it.

Then explain me the taxation system in Jesterville.

Taxes run contrary to the Jesterville social caste system. On top are the who pay little to no taxes, followed by the Untermensch who get the shit taxed out of them. Then, not unlike the Untouchables of the Hindu caste system, the Bronies of Jesterville are outside of the caste system entirely and are pitted against one another in death matches during celebratory events. In their free time, they like to relax in the Jesterville concentration camps.
Jesterville is a wonder city and the perfect place for newlyweds.

The Traffic missions were shit.

Homicide was fun but your partner was a sexist pig.

Vice was overrated. And fuck you, Roy.

Arson was only thrown in for plot development and I just noticed your partner was one of the cops in The Dark Knight.

Traffic was fun to me but easy, I took the entire desk as a warmup for the real cases.
Homicide was indeed fun and I liked Rusty enough to enjoy his presence, mostly because his name was Rusty. Definitely my favorite desk of the game.
I spent most of Vice going "Whaaaaaat" because all the morphine and the tying together of characters from throughout the game as well as Cole's uncomfortable affair. Roy was a cunt, but he seemed sincere later at Cole's funeral so my feelings about him are mixed.
I've already gone on about Arson, but that's not to say I didn't enjoy it. I liked the story they suddenly decided to develop over that last portion of the game more than the Homicide or Vice desks because it was just "Suddenly character development and a linear plot." Herschel was kind of a sad sack though, every case I was afraid he was going to shoot himself.

Is this game anything like Heavy Rain?

I've never played Heavy Rain but I've seen a little bit of gameplay, and what I can tell it's not super different but not particularly similar. L.A. Noire is basically just a puzzle game with interrogation sequences and Grand Theft Auto-type action scenes here and there.
